Description

Duties and Responsibilities: Plays a leading role in the development and implementation of resource strategies, and devising and implementing measures of effectiveness.  The employee will work with the customer in assigning and prioritizing personnel requirements and selecting candidates to staff filled and HQ positions.  Works closely with senior managers, and across the directorates, advising on development, implementation and maintenance of strategies for recruitment, selection, placement, development retention, and motivation of the clients personnel.  In addition, the officer will be developing and implementing strategic personnel staffing plans and programs to ensure all resources are efficiently utilized in support of the client.  The employee must be proactive and motivated to ensure the HR processes are implemented across the board and that there is effective two-way communication with the field.  The officer will be responsible for, but not limited to:  

  • Working with clients Human Resource Staff in the management of positions
  • Career counseling and development for all clients homebased officers
  • Assisting with Clients officer program, including management of interim assignments, homebasing, career development, and arranging informational sessions for all trainees.
  • Assisting with management of the overseas field assignment process
  • Assisting with the clients performance management, awards, training and panel/evaluation processes
  • other duties as assigned
Required Qualifications:  Must be flexible, have excellent interpersonal skills, and enjoy working with people at all levels.  Good organizational and oral/written communications skills are essential for this position as well as the ability to work both independently and in a team setting.  An understanding of the customers career occupations is a plus.  The officer must be detail-oriented, possess discretion and good judgment when handling sensitive and confidential issues affecting personnel.  Knowledge of personnel practices, policies, and procedures is a plus. Typically requires bachelors degree or equivalent, and 10-12 years of related experience, with one to two years supervisory/management experience.   Must have an active TS/SCI Fullscope Polygraph
