The ISD Cyber & SIGINT Systems CSS Business Unit is seeking a high-caliber, take-charge leader with an extensive background in program execution, mission/quality assurance, systems engineering, and process improvement to lead the Mission Assurance organization. The candidate selected will establish, monitor, and improve mission/quality assurance system elements that assure program execution and customer goal satisfaction. The CSS Business Unit MA Manager will lead a staff of MA Project Leads, MA Engineers, Software Quality Engineers in support of intelligence community programs. This is a hands-on front line management position that will provide independent assessments of the projects health and status. This position will coordinate the activities of project MA staff with full responsibility for functional supervision including: staffing, resource planning, managing project MA spend plans, monitoring indirect expenditure, and MA staff development. The BU MA Manager will ensure compliance with all MA related contractual requirements, division policies and procedures, while contributing to the projects process implementation and process effectiveness. The BU MA Manager will lead, coordinate, and conduct: independent assessments of project and supplier risks, process and product audits, supplier assurance, software and hardware quality engineering activities, test requirements, test verification, participation in the peer review of software development and test, hardware inspections (e.g. COTS hardware, racks, cabling, electronic assemblies, etc.), hardware configuration verification, and assurance of contract and policy requirement. The successful candidate will have demonstrable leadership abilities and will possess excellent decision making capabilities, communication skills, and the ability to work closely and effectively with project personnel. This position will require a polygraph investigation. Flexibility in locations will consider either VA or MD. Minimum Qualifications: Record of increasing responsibility and leadership supporting systems integration, SW engineering, SW development, or SW Test processes. Strong understanding of the specific NGC Policies and Procedures, CMMI, and AS9100/AS9006 Standards impacting project performance. Experienced quality systems auditor / assessor. Excellent verbal and written communication skills. Organized and self motivator. Proven experience and ability to influence change within an organization. Bachelors Degree and 10 years related experience Minimum security clearance: Current Top Secret / SCI clearance. Relocation Assistance Available. Security Clearance Required.
